REFILE Signal

Status Definitions · Updated 2026-02-06

A REFILE signal is assigned when a COLA filing matches an existing company, brand, and product combination in the BevAlc Intelligence database, indicating a label update, correction, redesign, or administrative renewal rather than a new product.

In Plain English

A REFILE signal means the company, brand, and product all already exist in our database. This is an existing product getting a new or updated label. Common reasons include updating a label design, correcting an error, changing the address on the label, adding new mandatory statements, or simply refreshing the brand's look. REFILEs are the most common signal type because established products regularly update their labels. While REFILEs are less interesting than new company or brand signals for prospecting purposes, they still represent label printing and production activity. High REFILE volumes from a company can indicate a brand refresh initiative or regulatory compliance updates.

Technical Detail

REFILE classification is the default when a COLA filing matches existing records at all three levels: company name matches through company_aliases, brand_name matches existing brands for that company, and the product-level attributes (fanciful_name, class/type, etc.) match existing SKUs. The COLA record's signal column is set to "REFILE". REFILE is the highest-volume signal type, often representing 60-70% of all filings in a given period. This is expected because the majority of COLA activity comes from established companies maintaining and updating their existing product portfolios rather than launching entirely new products.

Why It Matters

While REFILEs are lower priority for prospecting new clients, they still carry intelligence value. A company filing many REFILEs simultaneously may be undergoing a brand refresh, which means new label designs, new packaging, and new marketing materials. REFILEs also contribute to understanding the overall health and activity level of companies and brands. For competitive intelligence, tracking when a competitor refiles can reveal packaging changes or market repositioning.

Frequently Asked Questions

Why would a company refile for a product that already has an approved COLA?

Common reasons include: updating the label design or branding, changing the company address or name on the label, adding or updating mandatory statements like health warnings, correcting errors on the existing label, changing container sizes, or simply refreshing the look of an aging design.

Do REFILEs invalidate the previous COLA?

Not automatically. The previous COLA remains valid until the company voluntarily surrenders it or the TTB revokes it. Companies may hold multiple valid COLAs for the same product and transition between them as existing inventory is sold and new production uses the updated label.

Can I filter out REFILEs in BevAlc Intelligence?

Yes. The signal filter allows you to focus on NEW_COMPANY, NEW_BRAND, or NEW_SKU signals and exclude REFILEs. This is the recommended approach for service providers who want to focus their outreach on new market activity rather than routine label maintenance.
